Cihei Children’s Centre
CHILDREN'S HOME for Abandoned, Neglected & Abused Children

In October 2004, The Smiles Foundation responded to an urgent request to support the work of the Oradea’s Children’s Hospital, particularly the wards caring for Abandoned Babies.

By January 2005, 6 staff were employed by Smiles to support the Hospital, providing love and care for children with Changing, Feeding and Stimulating through Play the Abandoned and somewhat Neglected children in an under-staffed and inadequately resourced State Hospital.

As a result of the horrendous conditions at the Hospital, in particular the lack of attention afforded the children by hospital staff, it was felt the Foundation needed to provide an alternative for Abandoned, Neglected and Abused Children–so the Cihei Children’s Centre was established.

A £70,550 / $127,000 building project began in April 2005, exactly 1 year later – April 2006 – the Centre opened and the first children were received.

The Facility is a 24/7 operation. We have 8 staff employed on shifts around the clock, every day of the week. The facility is designed on a large family environment.

The Cihei Children’s Centre is not designed to be a long-term Children’s Home, more a bridging facility between children being abandoned and either re-establishing contact with the natural family or until long-term fostering or adoption can be arranged.

In September 2006, Smiles employed our own Social Worker, Mioara Tarau who teamed up with Dr Claudia who is responsible for the children's health care. In January 2007, Smiles Deputy Director, Georgi Opreanu assumed responsibility for the entire operational management of the Children's Centre. Mioara focuses on working with the Child Protection Agency, getting children released to our care and then with the State Social services to place children into long-term foster or adoption families if we are unable to reunite them with their natural parents.

Current Operating Costs are £3,137 /$6,274 a month.

Support can be by designated gifts or a regular monthly donation.

This project is giving children a better Hope for a life that has started so badly.
